It seems that filetype is Mailservice (.MAPIMail). How do you change the default mail client to outlook via GPO?.What detailed version of windows are you using?.It appears that this new version of the runtime file didn't exist before this new version of office and it is not getting installed during an upgrade.
Make sure that you grab the one with the _1 in the name. There is not even the need to register it.
You can even take that file from one of the computers you have run an online repair on and copy it to another one experiencing the issue and it will fix the problem. I discovered that the file "C:\Windows\System32\vcruntime140_1.dll" is installed during the repair and that is what directly fixes the issue. I ran a setup capture to determine what is happening during the online repair which fixes the issue. Select "Online Repair" and click the Repair button. Locate and click "Microsoft 365 Apps for enterprise". Open Apps & Features from the Windows search bar. The current solution that I have received from Microsoft support is to perform an Online Repair. This does not appear to happen if you install this new version fresh but does happen anytime Office is updated from the older to the newest version. This occurs when you update from any of the previous versions of the Office desktop applications "Microsoft Office 365 ProPlus" (All Builds that I have tested so far) to the current version which was rebranded "Microsoft 365 Apps for enterprise" Version 2008 (Build 13127.20408). If you are experiencing this issue shortly after check and see if you have a new version of Office installed.
